Selecting one cell
You may click within the cell, then go to Table > Select >
Cell.
In FrontPage 2003, you may click within the cell and click
the <td> smart tag:

Selecting rows and columns
If you hover your mouse at the left or top border of a table,
you will see the cursor change to a small arrow. Clicking while
the arrow is there will select the row(s) or column(s) that the
arrow is pointing to. You can click and drag at this point to
select multiple rows or columns.
Selecting by clicking and dragging
You may also click within cells and drag to the left, right,
top, or bottom to select multiple cells. For example, if you
want to select an entire row of cells, you may click in the left
cell and drag right to select the rest of the cells in the row.
Selecting by clicking and Ctrl- or Shift-Clicking
If you have at least one cell already selected, you may hold
the Ctrl key (Shift key works for FP2003 as well) and click on
different cells, not necessarily touching each other:
